Waste law reform 2021

The new Waste Act and its supplementary regulations were renewed and entered into force in 2021 (Waste Act 646/2011, Government Decree on Waste 978/2021). The amendment is based on the targets set by the EU for its member states to increase recycling.

Municipal waste management regulations have obliged properties with at least 5 residential units to sort biowaste for several years. The amendment to the Waste Act made the separate collection of biowaste compulsory for all properties with more than 10 000 inhabitants, including small properties (detached and semi-detached houses). The obligation entered into force on 30.9.2024 and applies to all permanent residential properties in Jätekukko’s area of operation in Siilinjärvi: Siilinjärvi town centre and Toivala-Vuorela settlement.

There are several options for organising biowaste collection from small properties; neighbourhood block collection, joint collection by neighbours (bio-bin), separate collection of biowaste from individual properties or home composting. For example, in the new residential area of Hapamäki, there is no joint block collection organised by Jätekukko, but in the town plan for the area there are indicative locations for joint biowaste containers (biowaste bins) at the turn-offs of the streets and in the nearby recreational areas along the streets.

Bio-waste co-collection or bio-bin

A biowaste collection cluster is the organisation of a joint collection of bio-waste by neighbours. The members of a bio-bundle share a common bio-waste bin and the costs of emptying the bin are shared between the members of the bio-bundle. It is advisable to conclude an agreement between the collection group. The members of the bio-bundle agree among themselves on the establishment of the bundle and the contact person for the bundle, after which the contact person for the bundle informs Waste Management about the bundle. Before notifying Waste Management, the landowner’s consent (land use permit) must be obtained for the implementation of the collection site. If the site is located on land owned by the municipality, permission must be applied for via the e-service under “General area”.

After obtaining a land use permit, the establishment of a bio-basement(instructions for setting up a bio-basement) is notified in writing to Jätekukko using the form(Found a common bio-basement – Jätekukko (jatekukko.fi)), for example for invoicing purposes. At the same time, information on the collection site, the container size and the contact person for the collection point is provided. The contact person is responsible for informing the other parties involved in the collection operation of any changes to the collection system.
