Damage claims
Damage caused by predators and game
The assessment of the damage caused by predators or game and the decision on compensation are made by the rural authority of the municipality, which is why you should notify the municipality as soon as possible. Damage to livestock, crops, harvested crops or movable property (e.g. beehives, rubbish bins) may be compensated for.
Damage caused by large carnivores – do this
- Immediately report the damage to the municipal rural authority by phone or email and mark the location of the incident on the terrain or on a map/GPS if it is a dog, for example. If possible, take photographs of the incident
- The rural authority and a representative of the local game management association during a field survey of game damage visit the site of the damage to make an assessment for the compensation claim.
Note: A visit by the Game Managemant Association representative alone is NOT sufficient. - Submit a claim to the municipality as soon as possible
- electronically on the Vipu service (link also provides further information and instructions)
- or form 131
Damage caused by an elk – do this
- Report the incident to the municipal rural authority for an assessment visit
- The rural authority and a representative of the local game management association during a field survey of game damage visit the site of the damage to make an assessment for the compensation claim

Damage caused by endangered species
Report any damage caused by barnacle gooses, swans or cranes as soon as possible after the damage is discovered.
When damage occurs
- In the first instance, use the online system and select “Compensation for damage caused by domesticated animals and damage prevention” (requires strong identification). The declaration must be made in order to be able to submit a claim for compensation later.
- Once you have submitted a declaration through the online system, the Rural Service will be informed and we will contact you for a survey. You can also contact us yourself if you have any questions, for example.
- You can take location-based photos of the damaged blocks using the Photos feature of Vipu-mobile app
- Once the amount of damage is known, please turn your notification into a compensation claim so that it can be processed by the regional ELY Centre.
Change the declaration to a claim like this:
- Log in and authenticate to the online system
- At the top of the page, go to Desktop and select the damage report you made earlier.
- Select the Claim tab and complete the claim. You can attach any receipts (for replanting and reseeding seeds, fertilisers, contracting work you have purchased) in the Attachments section.
- You can save the completed application for yourself by clicking on the Create pdf button and then submit the application for processing.

Notification of damage will make it possible in future years to apply for environmental compensation for bird field aid. A farm that has committed to environmental compensation can choose to apply the measure for bird fields per parcel to parcels that have received compensation from the Economic Development Centre at least twice in the past five years for crop damage caused by cranes, barnacle geese or swans.
More information on the conditions of commitment for environmental compensation.
Active disturbance and expulsion of protected birds always requires an exemption permit issued by the Economic Development Centre of Southwest Finland.

For information on existing exemption permits, see the map service
