Use of AI in the municipality

The AI pilot is studying how to make Siilinjärvi municipality’s administrative data work more efficient

In November 2024, Siilinjärvi Municipality has started a Microsoft Copilot trial to understand how to use tools to improve the efficiency of information work. Siilinjärvi Municipality will test M365 Copilot with a pilot team consisting of people from IT, reporting analytics and service areas. The pilot team members have been involved in the Data Protection Impact Assessment (DPIA) work, where the pilot team has first tried to identify key risks and risk mitigation measures before the actual pilot is started.

Microsoft Copilot is a new AI-based assistant from Microsoft that helps users quickly find important information and perform tasks. Copilot works with existing Microsoft 365 tools such as Outlook, Teams, Word, Excel and PowerPoint. Copilot includes the sources of the information in the answers it generates. If the information is from internal M365 content within the organization, Copilot links to the source document. If the answer is from web content, the source site is displayed.

With Copilot, you can, for example, summarise threads and documents, search for information, draft messages, documents and presentations, and develop your working methods. The employee always checks and approves the output of the Copilot wizard before using it.

The language model behind AI is not trained with data from the municipality of Siilinjärvi. Siilinjärvi Municipality does not use Copilot to profile data subjects or automate decision-making within the meaning of Article 22 of the GDPR.

Using artificial intelligence for communication

Municipal communication has also recognised the potential of AI to enhance and support multi-channel communication. The use of AI has been identified as having potential for multilingual communication and the production of visual material and texts, for example. The municipality is piloting the ChatGPT virtual assistant, which uses only publicly available materials and sources. The ChatGPT tool does not have access to any information sources within the organisation.
