Building sites and business parks

Siilinjärvi Municipality has commercial plots available in the Siilinjärvi Municipal Centre in Radantaus, Toivala and Rissala Business Village.

As an entrepreneur, here’s how:

Due to the good demand for building plots, companies are advised to reserve building plots, which are valid for 6 months from the date of reservation. The reservation allows, for example, financial planning, investment planning, the submission of a building permit to the municipal building permit authority, etc.

Business building sites can be booked through the map service.

You should contact Siilinjärvi municipality even if the existing building site is not yet zoned and owned by the municipality. Together with companies and entrepreneurs, we will try to find solutions for the location.

Pricing of building sites

The transfer prices for residential and commercial building plots are decided by the Municipal Council in a separate decision. For building plots not mentioned in the above decision, the transfer price shall be at least the average price per square metre for the area of the plan in question, as indicated in the price comparison. For the transfer of an additional plot to a building site in accordance with the zoning plan, the transfer price shall be at least half of the average transfer price for the zoning plan in question. If the building site is transferred as an independent holding, the blocking costs will be charged. The price of building plots is always determined by the price per square metre, which is usually between 6,00 and 9,00 m2 , depending on the site.

The above list applies to plots that have not been pre-developed. The municipality reserves the right to change prices if the plot is pre-developed. If the building site needs to be pre-developed, a separate agreement must be made with the municipality. For pre-developed plots, the municipality will determine a separate price according to the degree of pre-development and the costs used for construction. The building site will be handed over in a condition suitable for the purpose and fit for construction.

The building plots are primarily leased, with an annual rent of 5% of the sales price. Leased plots usually have a redemption option. The sale of business sites is always assessed on a case-by-case basis.

Booking and rental conditions

The available plots are displayed up-to-date and, if necessary, plots can be divided into smaller units or combined into larger building sites. Reservations are made via the map service.

Upon receipt of a reservation application, the municipal official will review the reservation application within one (1) month of receipt of the application and assess the suitability of the applicant’s business and construction plan for the area and the proposed activity. The applicant’s activities must be ethically acceptable and transparent; the municipality cannot be profiled as a proponent of vague activities. The company’s activities must not cause undue disturbance (noise, dust, odours, etc.) to the environment or to existing housing. The building constructed by the company must be in keeping with its surroundings, taking account of its location and the profile of the area. If the application needs to be supplemented, the municipality will contact the applicant. The applicant will always receive a written reply to their application and instructions on how to proceed. If a reservation agreement is concluded, a reservation agreement will be prepared for the applicant, which will enter into force after the decision on the building site for the plot in question has become final and the applicant has paid the reservation fee. This process will aim to be completed within one (1) month of receipt of the reservation application.

The reservation fee for building plots to be released for business activities is 50% of the annual rent of the plot in question (12 months’ rent). The reservation can be made for a period of six (6) months. The reservation will be cancelled if the reservation fee is not paid.

If the reservation is extended (possible for another six (6) months), the reservation fee is 50% of the annual rent of the plot in question. The extension of the reservation is possible by notifying the municipality one month before the expiry of the reservation contract. The reservation may be extended if the reserve holder justifiably needs more time to clarify his construction plans. The final contract for the transfer of the plot must be concluded before the application for a building permit during the period of validity of the reservation contract. The lease is subject to the following conditions:

  • the rental period is generally thirty (30) to fifty (50) years.
  • the selling price of each building plot is determined annually in accordance with the price list for building plots set by the municipal council
  • the basic rent for a building site is five per cent (5%) of the selling price of the building site
  • rent is charged at a flat rate linked to the cost-of-living index
  • the rent will be invoiced in a maximum of two instalments, at predetermined times.
  • if the construction clause in the lease is not respected, the contract will be terminated
  • if the building site is not suitable for construction, it can still be rented for business use. In these cases, the lease term is always for a maximum of five (5) years.
  • a copy of the company’s (lessee’s) commercial register extract, showing the persons in charge of the company, and the minutes of the company’s board of directors’ meeting at which the decision to lease the land in question was taken, are required as an annex to the lease agreement.

Vuorela - Toivala area, summer 2025

Radantaus – A future business park in the heart of VT 5

The Radantaus industrial area in Siilinjärvi, with excellent transport connections and just off the VT 5, is rapidly developing into one of the most important business areas in Siilinjärvi and the entire Kuopio region.

The Radantaus area makes extensive use of industrial side streams and circular economy materials.

Major suppliers of circular economy materials for the preconstruction of Radantaus are: the Yara Siilinjärvi factory (side stones), Lujabetoni Oy (surplus concrete) and the municipality of Siilinjärvi, which will bring to the site the Ahmon and Siilinlahti schools to be demolished, as well as the health centre and municipal hall to be demolished later.

Expiring leases and renewal of leases of commercial building sites

The lease terms of the oldest leases will expire in the coming years.

If the tenant so wishes and notifies the municipality of his/her wish to continue, a new lease agreement will be concluded for the rental area in accordance with the legislation in force and the established building site price list. Existing agreements contain a contractual clause on the date of notification of the wish to renew the lease. The rent under the old contracts is well below the current rent level. The new rent will be determined in accordance with the building site price list adopted by the municipal council. The lease will always be renewed by drawing up a new agreement with up-to-date terms and conditions and in accordance with the latest legislation and the current plan. If it is established that changes need to be made to the plot area or other conditions of the renewal contract, these will always be recorded in the contract, together with the appropriate annexes. For the year of renewal of the contract, the rent shall be determined in accordance with the expiring contract, irrespective of the date of expiry.
