Primary production

The primary production site and the activities carried out there must be notified to the municipal food control authority. The declaration of the primary production site can be downloaded here.

No declaration is required for primary production of plants and mushrooms if the activity does not constitute a business. This means that small quantities of vegetables, fruit and berries from your own garden can be sold or supplied to local retailers without a declaration. In situations where information is passed from one authority to another, a separate declaration of the place of primary production is not required. This is the case, for example, when an operator has notified a place where animals are kept or has applied for aid for primary food production. In this case, the control authority will obtain the necessary information from the primary production application.

The declaration of the place of primary production will also include primary production products sold directly from the producer to the consumer, i.e. direct sales/ farm sales. If the quantities sold exceed the quantities laid down in the Regulation of the Ministry of Agriculture and Forestry on food hygiene(318/2021) , the direct sale or supply to local retail outlets must be the subject of a food premises notification or a food premises approval application.

When a primary production operator carries out the handling of food of animal origin with a low food safety risk (these activities are listed in the Decree(318/2021)), the operator must submit a written food premises notification to the food control authority, i.e. no establishment approval is required.

More detailed guidance can be found in the Food Authority’s guidance on food control and risk assessment in primary production.

There is no fee for processing the declaration of initial production.
