Enrolment in pre-primary education
According to the Basic Education Act, in the year before the start of compulsory education, a child must participate in a year of pre-primary education or other activities that achieve the objectives of pre-primary education. The responsibility for a child’s participation in pre-primary education lies with the child’s guardian.
For the period 2026-27, children born in 2020 are eligible for free pre-primary education. In addition, seven-year-olds whose school entry has been postponed by one year and five-year-olds who have been subject to a decision on extended compulsory education are entitled to pre-school education.

Eligibility for free pre-school transport
If the distance from home to preschool education or from early childhood education and care within the meaning of the Early Childhood Education Act to preschool education is longer than five kilometres, the pupil is entitled to free transport from home directly to preschool education or from early childhood education and care to preschool education and from preschool education to home or early childhood education and care. A pupil in pre-primary education is also entitled to free transport if, taking into account the pupil’s age and other circumstances, the journey becomes too difficult, burdensome or dangerous for the pupil. An alternative to free transport shall be the provision of an adequate allowance for the transport or accompaniment of the pupil.
