Council initiative

After the discussion of the matters mentioned in the notice of the municipal council meeting, the council group and the councillor have the right to submit written initiatives on matters concerning the functioning and administration of the municipality. The initiative is submitted to the chairman of the meeting, who acknowledges receipt of the initiative.

The initiative is taken forward from the municipal council meeting to the next municipal council meeting, and the municipal council sends the initiative to the service areas when implementing the municipal council decisions.

The Council may decide to hold a debate on the preparation of the matter referred to in the initiative. Measures resulting from initiatives of the Council shall be decided by the institution which, by law or by administrative or other rules of procedure, has competence in the matter. The municipal council must refer the matter to the municipal council without delay. The municipal council may refer the matter back for reconsideration. If the municipal council has jurisdiction, the matter is referred to the municipal council for a decision.

By the end of April each year, the Municipal Executive Board must submit to the Council a list of initiatives taken by councillors and sent to the Municipal Executive Board that have not been finally dealt with by the Council by the end of the previous year. At the same time, the action taken on them shall be indicated. The council may state which initiatives have been completed.
