Training for elected representatives

Education organised by summer universities

Siilinjärvi Municipality organises an induction package for all elected representatives, which supports them in their duties and helps them to smoothly get to grips with the everyday life and responsibilities of an elected representative. The induction package was organised by the Summer Universities of Mikkeli and Jyväskylä in cooperation with the municipalities of South Savo and Central Finland and consisted of seven events in autumn 2025. Before the event, an introduction was given by the official responsible for the relevant topic in the municipality’s organisation. Presentations were given on topics such as the economy, education, town and country planning, business and employment services and welfare promotion.

In addition to the training courses organised by the Summer University, various training events have been organised for councillors, for example in connection with council meetings.

In addition to the induction package organised by the Summer University, Siilinjärvi municipality is involved in the USO8 network project, which includes various seminars and training sessions via Teams. The events can also be watched as a recording afterwards.

Strategy work

The municipal strategy is the strategy adopted by the municipal council, which guides all key decision-making, planning and development in the municipality. According to Section 37 of the Local Government Act, a municipality must have a municipal strategy in which the council decides on the long-term objectives of the municipality’s activities and finances.

Payment of remuneration to members of the Board of Trustees

The payment of Siilinjärvi Municipality’s fees is based on Chapter 18 of the Municipality’s administrative rules, which deals with the financial benefits of persons in positions of trust. At its meeting on 26 May 2025, the Municipal Council approved the updated fees and the new application guidelines for the payment of fees.

Fees

Meeting and annual fees are paid automatically. Other fees, such as management fees and loss of earnings allowances, must be applied for separately by submitting the costs to the institution’s minute-taker. Fees are paid quarterly, on the last calendar week of the month following the end of each quarter.

There is no need to submit a tax card separately, as the information is received electronically directly from the Tax Administration.

The annual fees provided for in the Rules of Procedure are paid quarterly when the remuneration of the trustees is paid. Each payment is accompanied by the proportion of the annual remuneration corresponding to the quarter in question. For example, an annual bonus of EUR 4 500 is paid in four instalments, each quarter accounting for EUR 1 125.

Ordinary travel expenses for members of the institutions are reimbursed on the basis of attendance at meetings. If the distance of the meeting differs from the normal route indicated on the basic information form, i.e. the distance between home and the main place of the meeting, the difference in mileage must be reported separately to the person taking the minutes of the meeting. You can also send the information for the payment of the travel allowance by e-mail directly to the institution’s minute-taker.
