Stormwater management and boundary statement for a property
The owner or occupier of a property is responsible for the management of stormwater on their property.
In applications for planning permission and building permits, the property must show how stormwater (drainage, surface and roof water) is managed: how and where it is/was discharged (into the municipal system or show another way of managing the water). Surface water from the property’s driveway must not be discharged into the street area. The property may not discharge stormwater into a gutter or park without the consent of the municipal engineering department of the municipality of Siilinjärvi.
The owner or occupier of a property must, as a priority, seek to manage stormwater on the property (infiltration). If this is not possible, it must be discharged into the municipal stormwater system in accordance with the stormwater boundary statement(Land Use Act §103g). A boundary statement is required for the design and implementation of the property, e.g. for the plumbing system. In the boundary statement, the municipality determines the location of the connection point (boundary point), the connection height, the embankment height and the size of the drainage pipe for the property, as well as any regulations concerning the drainage of the property’s stormwater.
The owner or occupier of the property is responsible for the property’s stormwater system and its installations and structures up to the boundary point.

The subscriber of a boundary survey may submit a request for a connection point when ordering the survey. In principle, each property will have one stormwater connection.
A stormwater boundary statement and a stormwater plan must be attached to any application for a development/construction permit.
It is advisable to order a border statement in good time. There can sometimes be a backlog in the preparation of boundary statements, especially in the spring when construction activity picks up. During holiday periods, there may be delays in processing applications.
The aim is to deliver the boundary report to the applicant within 2 weeks of the order.
Exemption from the obligation to connect to the municipal stormwater system
Upon application, the Municipal Engineering Division of Siilinjärvi Municipality may grant an exemption from the obligation to discharge stormwater from a property into the municipal stormwater system if the owner or occupier of the property takes appropriate measures to manage stormwater(Land Use Act §103 f). To apply for an exemption, use the attached form(Instructions for filling in the form ).
The property must submit a plan in the application. The plan must be accompanied by a certificate that the soil is suitable for infiltration (e.g. a soil survey report).
There are many groundwater areas in the Kirkonkylä area of Siilinjärvi. In groundwater areas, it is usually possible to infiltrate so-called clean stormwater (roof rainwater and foundation drainage water) on the property, but parking areas must be paved and stormwater must be drained to the municipal stormwater system via an oil drain. This provision does not apply to detached houses.

Construction of a stormwater inlet
When new streets are built, the municipality builds stormwater connections for the properties. In the case of property projects (known as “retrofitting”), the municipality builds the connections in the vicinity of the property.
It pays to order your connection in good time. The construction of connections, especially in spring, is a busy time. You should order your connection at: technische(at)siilinjarvi.fi.
For an order, a boundary statement must first be made (see above!).
Fees and contracts
There is no separate connection contract for the connection of the property’s stormwater system to the municipal stormwater system, no separate connection fee is charged for the connection and no construction fee is charged for the construction of the stormwater connection to the plot.
The costs of the municipal stormwater system are covered by an annual stormwater charge levied on properties in the area affected by the stormwater system.
General stormwater guidelines and regulations for properties
- Stormwater must be managed on the property so that it does not cause harm, danger or damage to your property, other properties or the environment.
- To avoid damage, the owner or occupier of a property must protect his or her drained areas below the level of the stormwater weir by equipping the property’s stormwater system with a self-operating backflow preventer. The property owner or occupier shall maintain the isolation valve with sufficient frequency.
- The property’s stormwater system must be equipped with a silt-filled sump (basic water well), into which the water from the property’s foundation drainage (drains) and stormwater drains (including any pressure sewer) must be collected before being discharged into the municipal stormwater system.
- No stormwater management structures on the property may be located or constructed in a street or other public area without the consent of the municipality.
- The property must not discharge stormwater into the street. Water must be captured before the property line.
- The property is obliged to maintain the adjacent gutter in a functional condition
- The property owner is responsible for the construction and maintenance of the stormwater drainage system at the vehicle access point.
- Stormwater from the property must not be discharged into the sewer.
- the construction or renovation of a stormwater system or foundation drainage system must always be subject to authorisation by the building control authority.
- No stormwater from the construction site may be discharged directly into a watercourse, ditch or stormwater drainage system containing high levels of solids, sludge or harmful substances.
