Maintenance

Maintenance is carried out in accordance with defined maintenance categories and street maintenance and sanitation standards.
The carriageways and footpaths are divided into three maintenance categories and ploughed in the order of their maintenance. Category 1 includes roads used by public transport and roads that are otherwise busy. Class 1 light traffic routes are connected to the main roads and in the city centre.
Category two includes residential streets and category three includes residential streets.
Class 1 roads and footpaths are ploughed when there is three centimetres of snow. For Class 2 and Class 3, the limit is five centimetres. Exceptions may be made in the event of heavy snowfall.
Plowing always starts first on the main roads and proceeds from there, according to the maintenance category. The sequence of ploughing has also been designed to make logistical sense, to avoid unnecessary work.
Road maintenance is mainly carried out by regional contractors using external contractors. In addition to the roads, the above-ground car parks and squares in the central district will be maintained.
In case of possible damage, the maintenance supervisor should be contacted.

Responsibilities for street maintenance and cleaning

Below you will find separate sections on the obligations of the landowner and the landlord and the obligations of the municipality.
Obligations of the landowner and the plot holder
The landowner is always responsible for the maintenance of the access road leading to the plot. Landowner also means the tenant of the land
The owner or occupier of a property is responsible for the cost of building the access road from the edge of the roadway to the property (MRL § 88). The Maintenance Act stipulates that the landowner is also responsible for the maintenance of the access road leading to the plot (including the access road leading to the plot via the planting area).
The maintenance of the access to the plot includes, inter alia, keeping the open gutter underneath it in good working order throughout the year by removing ice, snow, stones, leaves and debris that obstruct the flow of rainwater. The landowner is also responsible for ploughing the access road and removing snow accumulated on the access road as a result of ploughing, as well as other maintenance tasks as defined in Article 3 of the Maintenance Act.
The landowner is responsible for maintaining the pavement on the plot by removing snow and ice from the pavement, and by ensuring that the pavement is de-slippery and that de-slippery aggregate is removed.
The municipality of Siilinjärvi has, by decision of the Technical Committee, fulfilled the obligations of the owners of the light traffic routes (except in the town centre) in the urban areas and has not charged a fee for this.
In particular, it should be noted that the transfer of snow from the access and the plot area to the street area is prohibited. The owner of the property is responsible for any damage caused to the users of the street by snow carried onto the street. In addition, the procedure may cause unnecessary disturbance to neighbouring properties.
Snow may also be delivered to the Siilinjärvi municipality’s snowplowing sites from private properties without charge and without time limits. The snow plowing sites are located at the end of Teollisuustie in Kirkonkylä and at Takojantie 2 in the Toivala-Vuorela area.

The municipality’s obligations
The maintenance of road structures includes:
- repair or resurfacing of broken pavement, maintenance of the surface of a gravel road and dusting of the roadway of a gravel road.
- maintenance of planting, street furniture, road signs and signage.
Winter maintenance includes:
- removal of snow, ice, snow banks and snow piles that obstruct visibility/ impede access to the road (not at access points to property yards)
- keeping the street surface smooth
- prevention of slippage and removal of aggregates used to prevent slippage
- keeping rainwater ditches open so that meltwater can drain into them.

Snow ploughing
Snow may also be delivered to the Siilinjärvi municipality’s snowplowing sites from private plots without charge and without time limits. The snow plowing sites are located in Kirkonkylä, the new snow plowing site is on Suutarintie (Radantaus industrial area to the right of Yrittäjäntiti) and in the Toivala-Vuorela area on Tietäjänti.
