Household water supply and domestic wastewater

Waste water must not be discharged into the environment without treatment. Household wastewater is one of the factors that can cause eutrophication. In rural areas, it is the responsibility of the property owner to maintain and service their own on-site wastewater system. Wastewater treatment for properties located in a coastal or groundwater area had to meet the basic treatment requirements of the Environmental Protection Act. If the property’s wastewater system still requires renovation, a wastewater plan to improve wastewater treatment must be drawn up for the property as soon as possible. In special cases, it is possible to apply for a derogation from the requirements for the treatment of domestic waste water from the Siilinjärvi Municipal Environmental Protection Authority.
According to the Water Supply Act, a property located in the area covered by the water utility’s water supply and sewerage network must join the network. The law does not require a property to be connected to the sewerage system if the property does not have a water closet and other waste water treatment is in accordance with the provisions of the Environmental Protection Act Section 154 b.
It is possible to apply for an exemption from the obligation to connect to the water supply on the basis of Section 11 of the Water Management Act from the environmental protection authority of the municipality of Siilinjärvi. In areas outside the sewerage system, wastewater treatment is regulated in Chapter 16 of the Environmental Protection Act and in the Wastewater Decree. The basic treatment requirement set out in the legislation must be met when
- Construction of a new building requiring drainage
- Renovation of the old building
- Repair/modification of water and sewerage installations
- The property is less than 100 metres from a body of water
- The property is located in an aquifer

An exemption from the implementation of the waste water treatment requirements may be granted if the load on the environment is negligible taking into account the use of the property or if the measures required to improve the treatment system are unreasonable for the property owner because of the high cost and technical complexity. An application for a derogation can be made to the municipal environmental protection authority using the forms below via the e-service. The derogation is granted for a limited period of up to five years at a time.
