Stormwater is rainwater or meltwater run-off from the ground, building roofs and similar places. Drainage water from the foundations of buildings, known as drainage water, is also stormwater. The stormwater network consists of built-up pipes and open ditches that form part of the network.
With the new water company ( Kuopion Vesi Oy from 1 January 2020), the management of clean water and wastewater was transferred to the water company and stormwater management remained with the municipality.
Currently, the management of stormwater is regulated by the Land Use Act ( 132/1999, amendment 682/2014), and the Flood Risk Management Act(TulvaL , 620/2010), which entered into force in 2010, provides for the responsibility of the municipality for the planning of flood risk management. The Flood Levy under the Land Use Act covers the costs incurred by the municipality for the construction and maintenance of a floodwater system.
The introduction of a stormwater fee in Siilinjärvi Municipality has been discussed in the Technical Committee Tekltk 30.10.2019 § 85, in the Municipal Board Kh 11.11.2019 § 156 and in the Municipal Council Kv 09.12.2019 § 44.
At its meeting on 22.4.2025 §35, the Technical Committee reviewed the area of influence of the municipal stormwater system, stormwater fees and general stormwater regulations.
