Obligation to connect to water and sewerage networks
According to the Water Supply Act, the main rule is that a property is connected to the water supply and sewerage system of the water utility when the property is located in the area of operation of the water utility. The new Water Supply Act will enter into force at the beginning of 2026. Under the new law, a property is not obliged to connect if it does not have a water closet and other wastewater treatment is in accordance with the provisions of the Environmental Protection Act.
Exemption from the obligation to connect is requested from the municipal environmental protection authority. The application should be made using the exemption application form. Read the instructions at the beginning of the application form carefully before filling in the application and submit your application via the e-service. Instead of using the e-service, you can also send your application and its attachments by e-mail to ymparistonsuojelu@siilinjarvi.fi or by post to Siilinjärvi Municipality, Environmental Protection, P.O. Box 5, 71801 Siilinjärvi.
According to the Water Supply Act, an exemption from the obligation to connect must be granted if:
- connection to the network would be unreasonable for the owner or holder of the property, taking into account the cost of constructing the water supply system for the property, the cost of connection, the limited need for the services of the water supply undertaking or other similar specific reasons , and
- the exemption, alone or in combination with other exemptions, does not significantly jeopardise the economic and proper management of the water supply in the area where the water supply undertaking operates.
In addition, the exemption from the obligation to connect to the water supply system is subject to the condition that there is sufficient domestic water available on the property that meets the quality requirements of the Health Protection Act.
Exemption from the obligation to connect to a sewer is also subject to the condition that the property’s waste water can be discharged and treated in accordance with the requirements of the Environmental Protection Act.
